Hillis was educated at Coleraine Academical Institution and the former Coleraine Technical College and has been active in the business community of Portrush where he has been president of the resort’s Chamber of Commerce and Coleraine Lions Club. He is Ulster Unionist Party (UUP) councillor on Coleraine Borough Council first elected on 1993 and was Mayor of Coleraine from 1999 to 2000, and from 2010–11.[1] Hillis was elected as a member for the Northern Ireland Assembly constituency of East Londonderry but lost his seat in the 2007 election.[2] He is UUP Representative on the Confederation of European Councillors and spokesperson for the party on matters relating to North/South and East/West issues.[3] Hillis is a Member of Coleraine’s District Policing Partnership (DPP) and is a Justice of the Peace. Born in Bellaghy, County Londonderry, Milne joined the Official Irish Republican Army-linked Fianna Éireann youth group soon after its formation, but the following year moved to join the Provisional IRA. He was gaoled in 1971, after explosives went off in a car in which he was travelling. He was imprisoned in the Crumlin Road Jail, but escaped in January 1973. The following year, he was arrested in the Republic of Ireland after stealing a Garda car, and was sentenced to five years in Portlaoise Prison. However, he again escaped, and remained an active paramilitary based in Northern Ireland.
